Yes and no: If you are very athletic your pulse may normally be low. Your blood pressure is another matter, i question whether your diastolic pressure is that low. If you are using a BP machine or home cuff your low pulse may cause artificial low readings. I assume you feel well. I would get your BP checked with a manual cuff or automatic at the doctors office.

Maybe?: If you had d-transposition, requiring an arterial switch procedure then things may be fine. 1. A low resting hr is normal in someone who does cardiovascularly demanding athletics. However, if your hr can't increase enough, this could be "sinus node dysfunction" 2. Your diastolic BP reading is low (49 and 37) yet not necessarily concerning if taken by a machine. I'd have a rn re-check your bp.
