L&D : You should go in and get checked. If you are starting to dilate with a transverse lie, this could lead to problems if you rupture membranes (cord prolapse). Conversely, if you are not in labor & everything is fine, ask about the option of an ecv (external cephalic version). If successful, you can have a trial of labor and avoid surgery altogether. Take care & go to l&d now.

Get checked now pls: I would head to your labor and delivery to get checked right away. Bloody show can mean your cervix is dilating. At 38 weeks with a transverse baby you do not want your to water to break as this puts you at risk for the cord to come out. You also need to make sure the bleeding is not from something else. Get checked and make sure all is ok.
