Depends: If due to trauma, if separated portion of nail is cut away, it is possible that nail may grow back attached in area. Some times toenail can be removed with goal of having it grow back normally. If fungus has caused this or if nail root is damaged this will make it very difficult to reverse.

The nail : Grows from the matrix which is located near the cuticle region. So a new nail will form form there and hopefully be adherent to the nail bed. This, however, will not always happen. If the matrix was damaged they nail may grow in an abnormal manner or not at all.
