Most likely osteitis: Most likely osteitis pubis, or inflammation of the fibro-cartilage of the pubic symphysis. This is analogous to sacroiliac joint inflammation. Unless you have had severe pelvic trauma, at your age "osteoarthritis" of that joint would be quite unusually, but arthritis of the joint is not uncommon. Why was the x-ray taken initially?

Pubic joint: As the name implies degenerative changes in symphysis pubis is a degenerative disorder and occurs naturally . Spurring is a natural response to irritation and a degenerative change commonly observed. Such changes may or may not cause pain. Prior inflammation of pubic joint could lead to early degenerative changes.
