See a Vascular Dr.: Could be due to your vein's not being able to pump the blood back up your legs when standing. Your feet should not swell after only 15 minutes. I would start with seeing a vascular specialist, you can also try some compression stockings, this will help with your edema.

Compression: Swelling in the feet and legs can be caused by vein problems, heart, lung, kidney, liver, blood pressure medicine to name a few. Most likely standing would cause your legs to swell. Compression stockings, elevation, walking and sometimes blood pressure medicine can help. See your medical doctor.
