I have a bruise which has a whitish colored spot on it, around the size of a quater that is firm to touch is this normal?

Yes: If you had some form of trauma you may develop a hematoma (blood in the tissues where you were injured), and this can be firm, tender, warm to touch. Sometimes the coloration will vary, but since i cannot see this white area am not certain what it is, but if it does not get better in a week or so, see a doctor.
