Prostate if male: Benign prostatic hypertrophy (prostate enlargement) may present like this however this usually occurs in males past middle age. If younger, you worry about prostatitis i.e. Infection in prostate. Other simple causes include cold/decongetant medicines over the counter and some prescription medicines. Urethral stricture and bladder stones are less common causes. Need to see a doctor.

Urinary Retention: Many causes for the inability to pee and associated pain. The most common cause in men is enlargement of the prostate (bph). Some of the other causes are obstruction due to foreign body (kidney or bladder stone, blood clots), prostate cancer, bladder cancer, urethral scar tissue (stricture), urethral trauma (disruption), pelvic nerve injury, complete retention requires urgent medical attention.
