Mucocoel: Probably a retention cyst or mucocoel...A blocked minor salivary gland of the lips. Requires excision with biopsy to confirm diagnosis.

Few possibilities: Most probably trauma, either biting hard into your lip or eating a super hot food can cause clear filled blisters. It is best to see your dentist to get it evaluated, hard to diagnose without a picture.
