Few possibilities: Most probably trauma, either biting hard into your lip or eating a super hot food can cause clear filled blisters. It is best to see your dentist to get it evaluated, hard to diagnose without a picture.

Mucocele: This sounds like a mucocele which is a thin fluid filled sac that is clear and bluish in color. It is a mucous retention cyst that occurs as a results of trauma or obstruction to the minor salivary gland duct in this area.
