Speech dev & toddler: A 21 month old can have anywhere from 5- 20 words or more. Speech development however has multiple facets to it and environment plays a role too. So it would be best to ask his/her pediatrician if you are concerned.

Between 20-22 months: children usually have 25-50 words & say "giant words" like "all gone" & " stop that" then phrases like "Mommy, keys", followed by noun-verb 2-word sentences by age 2. Take results to your pediatrician if concerned & call your state's Early Intervention Program for evaluation of language & overall development.
