Levothryroxine: Kelp may have iodine and be useful for a person with normal thyroid, but hypothyroidism is usually due the thyroid being unable to make enough thyroxine and oral thyroxine supplementation is required. You need a prescription from your doctor.

Not necessarily: Kelp is used as a source of iodine which your thyroid needs to make thyroid hormones. A high quality mutivitamin from the health food store would also have some iodine in it. You only need small amounts as too much can lead to thyroid autoimmune disease - keep it to 200mcg of potassium iodide per day. Consider testing with a reliable zrt urine iodine test kit to get it right!

No: I agree with dr. Geffner. Too much iodine can shut down your thyroid permanently. If you're planning to do this, at least let the doctor who is treating your hypothyroidism know that you are doing it so he or she can explain your lab result appropriately.
