Erik Erikson: Erik erikson outlined 8 stages of development, one being identity vs role diffusion that occurs in late adolescence. This is the period of identity crisis. A later stage is generativity versus stagnation, which is consistent with midlife crisis. Since both are psychodynamic concepts, they are related to freudian and possibly jungian theory as well.

Depends: It depends on what you mean by "identity crisis." but, at 21 there are many things a person is dealing with -- among them, leaving home of origin, making own way in the world, selecting career path, having committed intimate relationships, etc. Working through all these things can feel like a "crisis" of sorts. Some long-term psychiatric illnesses can also declare themselves around this time.
