What qualifies as child sexual molestation?

Sexual molestation: For a 'child sexual molestation' --- ' penetration' is not a requirement. Simple fondling of genitalia of a minor is sufficient to sexually molest a child.

Child molestation: Is a form of child abuse in which an adult, teen or older child uses a child for sexual stimulation. It includes asking or pressuring a child to engage in sexual activities (regardless of the outcome), exposure of genitals or breasts to a child with intent to gratify one's own sexual desires or to intimidate the child, physical sexual contact with a child, or using a child for pornography.
