Laminectomy: This is the surgical removal of the spinous process and lamina of the spine along with the ligamentum flavum. Usually done to treat spinal stenosis by creating room for the nerves of the spine.

Spine surgery: Decompression laminectomy is where the surgeon takes off the bone and lamina on the backside of the spine. It is most commonly done for spinal stenosis where there is a narrowing of the spinal canal and it can be a useful procedure depending on the patient's symptoms.
