Not necessarily: Probably not if fraternal twins; if identical twins - still can be variable in puberty onset but possibly closer together.

Unlikely: There is a lot of environmental and dietary factors that influence anyone, twin or not. Even identical twins are not going to eat the same and experience the same illnesses at the same intensity. They may or may not begin the transition into puberty at the same day/week or month and when they reach menarch is a combination of the same influences.
