Unlikely: You ovulate 14 days before you start your first day of your menses. If you have periods every 28 days you will proably ovulate on day 14 of your cycle. So it's very unlikely that you can get pregnant around your menses or the day after you finish your menses, if the menses is less than 8 days.

Unlikely: The most opportune time to get pregnant is during ovulation. In a 28 day cycle, this normally occurs near the 14th day. Then again, anything is possible and why leave it to chance if you want to prevent pregnancy? Use contraception and if you are uncertain about being pregnant, take a home pregnancy test.
