Evaluate: An infant's eyes dont always move together and might make it appear that one is not moving at all. I would definitely see your physician for a further investigation as this could be something more concerning.

Not normal, get seen: Either muscle/nerve controlling eye movement is not working properly--both eyes should move in-tandem. Many babies have some subtle abnormality of eye movements after birth, but often when they are tired/sleepy. Per your question, your baby's eye is not moving and so is concerning. Please get the baby evaluated. Good luck.
