Maybe: Early development can start @ 7 but is uncommon. The usual sequence is first some armpit & pubic hair, then over about a year some breast buds. When this sequence doesn't occur, like there is breast growth first or fast there could be estrogen exposure. Maybe she's trying your birth control pills, or rarely there is a tumor making estrogen. Have her seen by your pediatrician who can find out.

Tender?: Breast buds are tender to touch. If you palpate the area just under and around her nipples you might feel something lumpy and small. If she is flat then no breasts. If she is overweight, it might be hard to tell. Still, she should be able to tell you if it hurts a little to touch the area. If you are concerned about early breast development please take her to her pediatrician.
