Yes: Ulcers on legs/ankles has multiple cause not just venous insufficiency or major arterial blockage. Other causes includes vasculitis, trauma, recurrent or chronic infection , cancer and others . I would suggest checking with a wound specialist who can order blood test and probably perform a biopsy if this ulcer is chronic or has been there for more than 6 weeks.
