Not that related: Some kids <40 pounds have their daily fluid intake at 16 ounces because they don't like to drink. However, they absorb fluid from their foods, so they do fine. Whether or not to go to the E.R. Is more related to whether or not a child is getting dehydrated (and whether or not his regular doctor can see him). Dehydration goes along with dark urine, little urine, drowsiness, fatigue, dry mouth, etc.
