Rashes: Rashes and lesions are difficult to diagnose without seeing them and doing a good history and physical....Take him to the pediatrician or a dermatologist for eval.

Folliculitis?: Sounds like folliculitis infection/inflammation at hair follicle. This can come sporadically sometime being in hot tubs can cause this. If it is mild warm to hot(don't burn him) compresses might help drain the lesions then apply a topical antibiotic cream. It usually resolves in 7 to 10 days, if it worsens or becomes very irritated go to dr he might need oral antibiotics or stronger cream.
