Possibility: Do a urine pregnancy test. Cervical changes are part of early pregnancy signs, but this can, at times, be a very subjective assessment.

Only possibly: Obviously pregnancy is always a possibility when your period is late, but at 16 days you should definitely have other symptoms like fatigue, urinary frequency, breast tenderness, and nausea, and a home test will easily be positive. It is good that you are aware of your body, but the changes that you note may simply indicate approaching ovulation.
