Keep working at it: Only a very small percentage of frozen shoulders are recalcitrant to treatment. Most respond eventually to daily stretching exercises. The most common reason for lack of progression is non-compliance with the daily stretching. Control your pain response with biofeedback, breathing exercises. Stretch routinely, multiple times per day. Don't give up!

See shoulder doc: I would first try a steroid injection into the capsule. I have had good results in trying this first. I would preface that your condition has been going on for a bit longer and would at least advise a consultation prior to making any firm recommendations. Occasionally, if don't respond to steroid, a surgical release may be necessary as a more direct and aggressive approach.
