Does not work: Unfortunately eye exercises will not reduce dark circles. The most commonly performed treatments include in-office dermal filler treatments to plump up hollows under the eye or lower blepharoplasty to remove lower eyelid "bags.".

I think won't help..: Dark circles under the eyes have several causes: the skin is very thin and the orbicularis muscle shows through, the area is often shadowed and appears darker than it really is, and the cheeks have fallen, increasing the hollowness of the area. I am not aware of any exercises that can improve this.
