Yes.: Testicular prosthetic devices exist, and are used to create the appearance of a testicle after a testicle is removed surgically. The device is made out of silicone, & filled with saline. It is placed for cosmetic reasons only, and does not replace the sperm or testosterone producing functions of the testis.

Yes there is : Mentor markets testicular prostheses. Many urologists, including me, frequently implant them. If cosmetic appearance of having two two testicles is important to an adolescent or grown man, he should have a prosthesis by all means. Insurance tip for coverage should be "scrotal exploration with incidental placement of testicular prosthesis" rather than "cosmetic implantation of prosthesis". Good luc.
