Bicycle: Exertional compartment syndrome is caused by increased pressure during exercise in the compartments of the lower leg induced by swelling/edema of the exercising muscles. If you can reduce the volume of the compartments, you can reduce the problem. Bicycling specifically targets the lower legs and slims them down. Put in 30-40 min. 4-5 days a week on a exercise bike...It works.

Swimming: Non impact activities which use large muscle groups will give you both cardio and shouldn't aggravate shin splints. Exertional compartment syndrome tends to get worse w activities like running. Some people even elect to get compartment releases to alleviate the symptoms so they can run.
