Scars are permanent: You can help them be as minimally-visible as possible, but if they are below the mid-dermis, they are permanent, and no surgeon or technique presently in existence can completely remove or eliminate them. Lasers, scar pads, and topical agents can help them mature better, and ultraviolet avoidance is essential to prevent (reduce) hyperpigmentation (turning permanently brown)! stop scratching!
