Reassurance: Many teens have pain problems with their periods, NSAID pain medicine and reassurance are mostly what's needed. Some young girls benefit from ocp (birth control) for menstrual pain as well. A condition called endometriosis has been seen in girls even younger, but its not terribly common at that age, so pursue other avenues first.
