Yes: Itching is a very common part of wound healing. As long as there is no or minimal redness or drainage from the wound there is nothing to worry about. If it is very bothersome i would recommend an over the counter antihistamine like benadryl (diphenhydramine).

Often yes: Itching is a common sign of nerve regeneration, including those tiny ones in the skin cut during surgery. Just be on the lookout for unusual redness, blisters, pus or other problem. It could be an allergy or infection.
