At conception: A baby's gender is determined at the time of conception. Depending on the tests done fetal sex can be determined at various times. In normal pregnancy fetal sex can be determined by testing mother;s blood at 7 weeks. In case of in-vitro fertilization, it could be determined before the embryo is implanted.
