Female sex arouse: It is usually defined as persistent or recurrent deficiency or absence of sexual fantasies/thoughts and/or of desire for or receptivity to sexual activity that causes personal distress. Mental arousal is triggered biologically by androgens and by psychologically meaningful interactions, such as bonding. Genital arousal is mediated by vasointestinal peptide (vip) under influence of estrogens.

Yes : Female sexual arousal disorder is diagnosed by two criteria: persistent or recurrent inability to attain or maintain arousal or sexual excitement. The disturbance causes marked distress or difficulty. In my experience, i think women may experience a waxing and waning of arousal during sexual activity that seems normal.
