Depends: I'm not sure what a regular hernia is. An inguinal hernia is a groin hernia. It is the most common hernia in both sexes. Other common hernias are umbilical hernias and incisional or ventral hernias.

Probably same: Inguinal = groin. A hernia is basically one tissue bulging through an opening. So no such thing as "regular" hernia, though the generic term usually refers to inguinal hernia.
