Yes: The red eye side is probably normal. The other side may have something blocking the view, or is turned in or out side, or have a major vision problem. I assume this is a child. This requires evaluation very soon by a pediatric ophthalmologist (or a regular ophthalmologist if an adult). Don't delay.
