Not really: Epilepsy is not "caused" by bright lights. However, individual seizures may be brought out by a strobe light (or flickering lights in the environment, such looking at the sun in between the trees while riding in a car). In these cases, the light is not the cause (which is often genetic), but determines when the seizure occurs.
