Yes, generally. : Very common. Also at the time of the cycle. Breast tenderness is very responsive to hormonal changes. These occur at he time of ovulation with a spike up then down in estrogen and again at the menses with a significant nadir in the estrogen and Progesterone levels. This alone dan cause he symptoms you describe without any seriousc.
