Hard to say: Anemia might be a sign of leukemia. There are so many causes of anemia that are benign that leukemia is not high on the list. Anemia does not truly turn into leukemia. A bone marrow disease mds, that often shows up as severe anemia may transform into leukemia. In that case the anemia is still just a sign. The problem lies in the bone marrow.
