Yes: A psychiatrist is the medical specialist best trained to care for people with bipolar and many other mental health conditions. This doctor would take a good history, possibly get some lab and other studies, share thoughts with you, and develop a treatment plan as needed. Your psychiatrist should also collaborate with your primary care physician as well.

Yes: As colleagues have noted, a psychiatrist is in the best position both to diagnose bipolar and to rule out or treat medical conditions that might mimic it. Most clinical psychologists have excellent training in the diagnosis of bpd as well.
