Yes and no: Hypoxic injury can cause brain cells to just shut down, sicken, or die. Recovery depends on the initial degree of damage, the acute management, and the rehabilitation. In new born infants good success is occurring with brain cooling. Following cardiac arrest in adults the recovery depends on the quality of the heart, lung, and kidney function. Functional recovery is best with quality rehab.

Yes and no: There is a "s" curve of recovery. Recovery may stall or be slow at first, then pick up sharply with remarkable effect, but then slow again short of full recovery. Careful directed therapy, careful use of medications, and good motivation all play a part in how complete the recovery may become.
