New growth?: If it is a new growth on the genitals then is probably a wart. Could have contracted it when.

Need to examine: A genital lesion, if not wart, could be infection of a hair follicle, a small sebaceous cyst, a skin tag, sebrorrheic keratosis, a benign neoplasm like a skin papilloma etc. It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests.
