90-130 over 70-90: There is a range of normal blood pressure, with 120/80 considered the normal. However, a range of 90-130 for systolic pressure is ok, while a 70-90 diastolic is considered normal. Anything above 130 systolic is too high and is called hypertension; with the same applied for 90 diastolic.
