Several things may: If not on pills, it may be due to ovulation, but may also be due to inflammation at the cervix from things as benign as a yeast infection to sometimes as serious as an std. Most cases are just self limited and benign but if you have an unusual discharge, pain, and fever, this needs to be evaluated by your doctor. Also don't forget regular pap smears since precancerous changes may also cause it.
