Yes: Generally, simple stretching and range of motion exercises especially in a hot shower can help. Isometric exercises as well as postural adjustments can be beneficial.

Yes: A physical therapist is a good place to start for treatment of neck pain. They can help with strengthening and stretching activities along with cervical traction which can help symptoms quite a bit!
