While laser: Does not immunize you from later cancer, there is no carcinogenic aspect of the amplfied light that it uses to cause cancer. Even using sunblock and shades, sun damage can cause cancer, and in some cases, no idetified cause.

Not likely: Anything is possible but laser hair removal has been very popular worldwide for over ten years and with the number of people enjoying it we haven't observed a jump in skin cancer. The wavelengths of light typically used for hair removal are in the range of 550-1100nm while those of uva and b, typically felt to cause skin cancer are in the 10-300nm range.

Doubtful: Skin cancer is mostly due to sun exposure. The lasers used for hair removal don't use that kind of light to do the job.
