Not an issue: Someone with ebola virus would be incapable of leaving the hospital and would be in forced isolation. The prospect of a trip out of the country would not be an option!

Mostly: A few with active disease have entered the US under careful control and have responded to supportive care These are cases in US care workers. We of course will not let in citizens of other countries who have active disease. This is similar to the concern when HIV was first identified and many were banned from coming to the US

2014 Ebola Outbreak: The hardest hit countries - Liberia, Guinea and Sierra Leone screen passengers prior to air departure which includes taking temperature. Two Americans were medically evacuated to the US for treatment. One Liberian national entered the USA while not symptomatic. In general, attempts at containment will be to keep cases from the US but it isn't possible to identify the person in incubation period.
