Rarely given to men: Estrogen should not generally be given as hormone therapy to men. Exceptions are (very mrarely) treatment of advanced prostate cancer, or male to female trangender patients. I would expect estrogen to decrease horniness as testosterone is the most important hormone for male sex drive, and most men have much more testosterone than estrogen in their blood (a 10:1 ratio or higher is normal).
