Should ovulation predictor kits be used when my wife is on clomid (clomiphene) in order to time the exact time of ovulation? her last cycle was 31 days on the 1st round of clomid (clomiphene).

Yes : And you want to see if the Clomid (clomiphene) is working, Clomid (clomiphene) does not always work and she may need a higher dose or additional medication, or a different med, obviously your doc should be following you closely and you should be seeing him or her after the Clomid (clomiphene) before the time of your period to make sure your wife didn''t get a cyst form the clomid, (clomiphene) your doc should have discussed all of this with you.
