No: Albuterol is a bronchodilator and not a steroid. It dilates bronchi (airways). Albuterol is typically used as needed for immediate relief of asthma symptoms. Group of inhalers which contain steroid are used as "controller medication" . Goal of controller medications is to reduce frequency of asthma symptoms, decrease flare ups and improve overall quality of life.

No it does not: Albuterol is a bronchodilator, it is a quick acting medication that helps when you have an asthma attack. It does not contain steroids. There are however numerous controller inhalers, those that help keep airway swelling at bay, that do contain inhaled steroids that are the mainstay of many asthmatic treatment and action plans.
