You really can't: Cold packs that need to be kept frozen are very inefficient in first aid kits. A better option is a "chemical" cold pack that becomes cold when the chemicals inside the bag are mixed (squeezed) together. These are available at medical supply stores and are not affected by temperature. The cooling from them lasts about 30 minutes.
