Many diseases: There are many diseases that can produce weak legs in one year old. I suggest to see a pediatric neurologist soon.

Weak leg muscles 1yo: May be developmentally normal as most babies don't walk until age one - but should have a pediatric or orthopaedic evaluation because certain serious conditions such as muscular dystrophy or other neuromuscular disorders can present as leg weakness.
