Dermatitis: Yes. Any contact with substance, material, chemical or pollutant can cause a dermatitis anywhere on the body. Commonly, atopic dermatitis can cause uticaria (itchy rash) as the symptom. The key is to figure out the cause of the rash and try to remove it from the house/car/clothes as soon as possible. You can try otc hydrocortisone, but if it fails, seek a podiatrist or dermatologist.
