Could be eczema: It sounds like you have a red, itchy rash on one of the arm folds. This could be some sort of allergic/contact dermatitis known as eczema. You may try to post pictures of it or use an over the counter Hydrocortisone cream as a trial. If it is spreading or not going away after twice daily use of the above, it is time to see your doc.
